For causation, however, you have to add in an independent variable of Saddam's regime denying Shiite areas the abundant food and medicine Iraq was allowed to import under the sanctions regime.  It was not the intent of Albright or the Western world to cause suffering to Iraqi children, no matter what the objective.  That's why they allowed Iraq to import food and medicine.

A WHO study in the late 90s also found that the biggest health problem in Baghdad was obesity -- should we therefore conclude that Madelain Albright was guilty of intentionally making Baghdadis fat?</description>
